The template is just a PSD (a photoshop file) that you can just drop your re-sized image into. But its nearly as easy to do witout it.
This is the tutorial I followed to make my first working recolor: http://www.modthesims.info/showthread.php?t=102356 I found it pretty easy to follow. The only change you should need to make is in step 1. Hit open instead of start, and select the appropriate file (one of the two that ends with MASTER depending on the orientation you want). Did I answer the question? If not blame it on my long day at work. If you want more help, I'd be happy to help you with a more step by step tutorial. I just can't do it right this second.
